Abstract:The report of the 20th National Congress of the Communist Party of China put forward the integrated deployment and overall arrangement of education, science and technology, and talents for the first time. Using bibliometrics and policy text analysis, the evolution characteristics of education, science and technology, and talent policies from the perspectives of document changes, type distribution, and document issuing departments and theme evolution were summarized, their development trends were analyze. Suggestions are put forward to ensure the standardization of policy processes, strengthen the integration of education, science and technology, and talent policies, and ensure the timeliness of policy innovation.
