The failure of the Sci-Tech Innovation financial market mechanism needs to be remedied by the government. Since 2007, the Hangzhou Municipal Government has made remarkable achievements in integrating various financial resources to support the development of Sci-Tech Innovation, including fund support, investment guidance and environmental optimization. However, there were still some problems, such as the imperfect management system of direct funds, the small scale of guiding funds, the lack of innovation in guiding ways, and the imperfect environment of policies, information and credit. It needs to be?improved from the scale, structure, efficiency and other aspects.
