    摘要:

    根据人才“引用育留”工作机制,从人才引进一体化、人才流动一体化、人才发展治理一体化、人才培育一体化、人才服务与保障一体化等五层面对人才一体化的基本内涵进行了解析。运行圈层结构理论,构建以基础保障为制度维度的内圈层体系、运行条件为要素维度的中圈层体系、支持系统为功能维度的外圈层体系,形成了人才一体化发展体系的基础理论研究框架,为开展人才一体化的理论研究提供分析路径。

    Abstract:

    Based on the mechanism of “talent introduction-talent use-talent cultivation-talent retention”, the basic connotation of the talent integration was identified in five major pillars, including integrated improvement of talent service and guarantee, integrated development of talent introduction, integrated perfection of talent cultivation, integrated promotion of talent flow and integrated guarantee of talent development governance. According to the circle structure theory, the basic theoretical framework for development system of the talent integration, was formed from the three perspectives of inner system circle for elements protection as the institutional dimension, central factor circle for operation condition as the factor dimension, and outer function circle for support system as the functional dimension. The research results hope to provide analysis path for systematic theory research on the talent integration .
