The transformation and application of green technological achievements is an effective means for enterprises to achieve green and low-carbon development. Based on the panel data of prefecture level cities in Anhui Province from 2013 to 2021, a three-stage data envelopment analysismodel is used to study the conversion efficiency, regional characteristics, and constraints of industrial green technology achievements. The results show that the overall efficiency of transforming industrial green technology achievements in Anhui Province has improved, but regional development is relatively uneven.The better the economic conditions and the closer it is to the provincial capital city, the higher its efficiency value. Factor analysis shows that insufficient management level of enterprises is the main reason for efficiency loss, and the overall external environment promotes efficiency improvement. The former mainly limits the exertion of scale effect, while the latter enhances efficiency by increasing enterprise scale, profit margin level, degree of collaboration between industry, academia, and research, and foreign direct investment.
