Abstract:"The 14th Five-Year plan for popularization and development of science and technology” proposed to promote the coordinated development of science popularization and technological innovation, and continuously improve the scientific quality of citizens as the new demands of science popularization work, to explore the synergistic development between them conforms to the requirements of national policy. The regional statistical data of 31 provinces from 2015 to 2019 was selected, based on grey relational analysis, a coupling coordination model of scientific and technological innovation and science popularization resource allocation was constructed. The results are as follows: in terms of time, the coupling coordination degree of 31 provinces shows an upward trend; in terms of space, the coupling coordination degree gap between provinces is obviously unbalanced, generally speaking, the eastern region > the western region > the central region > the northeastern region, and most of them are in a well-coordinated state of high-level coupling.
