Abstract:Innovative medicines have the characteristics of high risk, large investment, long cycle and high price. How state-owned capital can play the role of patient capital and resource allocation has become an important issue to help high-quality development of biomedicine. Through the analysis of data from three dimensions of the financing history, innovation achievements and secondary markets in Pudong, the historical map of the development of biomedicine in Pudong can be depicted. According to recent experiences of Hainan, Shenzhen and other relevant provinces and cities, a new method of investment evaluation can be made to provide reference for Pudong’s biomedicine investment in future.
