Developing the medical and health industry is of great significance to accelerate the regional construction of high-tech industrial structure. By using policy text analysis method, the paper takes he medical and health industry policy texts of Beijing from 2014 to 2021 as samples , a quantitative analysis of the policy documents was made from two dimensions of "policy tools-medical and health industry value chain".?The conclusions are as follows. On the one hand, the medical and health industry policies in Beijing generally meet the needs of industrial development and play a role in promoting industrial development; on the other hand, the problems of overuse of policy instruments on the supply side, excessive proportion of regulation in environmental policy instruments and insufficient application of policy instruments on the demand side still exist. Some suggestions are put forward to improve and optimize the medical and health industry policies in Beijing, including reducing the frequency of policy instruments on the supply side, adjusting the distribution of policy instruments on the environment side and breaking through the limitations of policy instruments on the demand side, which will provide reference for improving the medical and health industry policies in Beijing.
