Taking the industrial policies of Beijing's “two zones” as the research object, based on the theory of policy tools, industry theory and organization management system, a three-dimensional model of ‘policy tools -acting industry -acting period’is constructed. It is found that the industrial policy tools of Beijing's “two zones” are generally driven by both supply-oriented and environmental policies, while demand-oriented policies are insufficient; insufficient environmental policy support for key industries; insufficient policy support for start-up and transition enterprises. Therefore，under the guidance of the system concept, government should optimize the policy structure, increase the introduction of demand-oriented policies, and strengthen the full cycle support for key industries and enterprises, so as to better promote the high-quality development of Beijing's “two zones”.
