Based on the national guidelines for the construction of innovative provinces, combined with the key points of innovative province construction and characteristic scientific and technological work indicators in recent years, drawing on advanced experience in scientific and technological innovation evaluation at home and abroad, and considering the principles of data objectivity and dynamic comparability, a set of evaluation index system is designed from the view of the innovation quality, performance and contribution. Combining the analytic hierarchy process and entropy weight method, the empirical analysis is carried out with the data of Hunan Province from 2018 to 2020. The results show that the construction quality of innovative provinces is high, the construction strength is stronger and the foundation is stronger, the construction of innovative provinces focuses on the development of science and technology industries and the transformation of achievements, highlights people's well-being and ecological civilization.
