Based on the theory of talent flow, a VAR model is constructed, SPSS25.0 and Eviews10.0 software are used to process the statistical data of Shaanxi Province from 2006 to 2020, and discusses the relationship between high-quality economic development, scientific and technological innovation，scientific and technological talent flow are discussed.The research shows that there is a dynamic interaction between the three variables ; high-quality economic development has a more significant positive impact on scientific and technological innovation than the flow of scientific and technological talents. High-quality economic development has a more significant positive impact on the flow of scientific and technological talents than scientific and technological innovation. Scientific and technological innovation has a more significant positive impact on high-quality economic development than scientific and technological talent flow.Combined with the development practice of Shaanxi, it is suggested to promote the scientific and technological innovation of Shaanxi from the industrial system. Promotes the high-quality development of Shaanxi economy Guided by the construction of Qin Chuangyuan innovation platform.
