The basic concept of social responsibility is briefly expounded and the current performance status of pharmaceutical manufacturing industry is reported, and then the existing problems of pharmaceutical manufacturing industry are put forward from three aspects of cognitive deviation, lack of power and incomplete supervision. From the perspective of coping with large-scale public health emergency.It is proposed three countermeasures of government-enterprise cooperation material guarantee linkage mechanism, innovation of cooperation concept and dynamic supervision mode.
