As a cultural space with distinct cultural characteristics, tourism and leisure block integrates leisure and tourism, which fits the development trend of in-depth characteristic experience tourism. The connotation, main characteristics and formation mechanism of tourism and leisure blocks are analyzed. It is concluded that ：Tourism and leisure blocks mainly include characteristic commercial blocks, entertainment blocks and historical and cultural blocks. Tourism and leisure blocks are characterized by giving consideration to the needs of both hosts and guests, distinct cultural characteristics, integration of diversified formats, and open sharing of time and space.
