It is an important trend of modernization of crisis management to make rational use of nonprofit forces and construct a diversified new pattern of crisis management. The scale and number of nonprofit power keep growing, and they play an increasingly important role in crisis management. However, nonprofit force also faces problems such as weak leadership and command, poor organizational stability, lack of professionalism, and inadequate government guarantee. Taking the Xinxiang 7·20 floods of Henan Province as an example, the theoretical basis of crisis participation of social forces from the perspective of “multiple synergy” is explained, the subjective and objective problems faced by social quantity in crisis participation is analyzedfrom the perspective of “cooperation between government and society”, and it is suggested to strengthen its own organizational, professional construction, strengthening the construction of the government guarantee, unified and efficient information platform and so on.
