The science and technology service industry (STSI) directly reflects the scientific and technological innovation ability and the economic development level in a region. In this study, the evaluation model was established using three primary indicators including the STSI development level, the whole society STSI activities and the STSI development environment, and twenty-two secondary indicators based on the factor analysis method. The development level of Hainan's STSI was evaluated, and was compared with other provinces in China through the evaluation model. According to the evaluation results, this paper puts forward countermeasures and suggestions for the development of STSI in Hainan province from the perspective of regional science and technology development. It provides useful reference for improving the development level of STSI in Hainan province.
