Abstract:Scientific and technological talents are the foundation of innovation. Many scholars have studied a series of incentive policies to encourage talents to innovate.Therefore, it is of great significance to study the motivation of science and technology talents from the perspective of meta-analysis. Based on the collection and collation of relevant literature published by CNKI from 1999 to 2018, and based on Bibliometrics principle, this paper visually analyzed the research status of incentive policy for by using social network knowledge group technology, and discussed the current research hot-spots.The research shows that the number of research has increased steadily, and the overall research can be divided into three stages; scientific and technological innovation is the current research focus, but the research focus is relatively scattered; the research on the policy of scientific and technological personnel training is often linked with the research on talent attraction and mobility.
