In the industrial innovation value system, the transformation of scientific and technological achievements in strategic emerging industries requires new organizational models and operating mechanisms. Based on three dimensions of value system, the composition system and operating mechanism of the transformation platform of scientific and technological achievements in strategic emerging industries was discussed, so as to explore the organizational mode and operating mechanism of transformation of scientific and technological achievements in strategic emerging industries. The composition system of the platform for the transformation of scientific and technological achievements in strategic emerging industries includes the platform knowledge supply system, platform information service system, platform technology intermediary system, and platform intelligent transformation system. On this basis, from the three dimensions of vertical value chain, horizontal value module and cross-value network, the operating mechanism of each constituent system of the transformation platform of scientific and technological achievements in strategic emerging industries was analyzed.
