This paper studies the policy of the New Deal for talents, the data of 50 cities which have new talent policies in 2017 and 2018 are collected. It is constructed urban talent openness index including 11 indicators from two dimensions which are openness breadth and openness depth. Using comprehensive evaluation，it is obtained specific value and ranking of urban talent openness for 50 cities. Combining with economic development level of these cities, it is found that cities with higher economic development level，also have higher urban talents openness. Finally, suggestions on urban talent opening policy are put forward.
