There are many difficulties in theory and practice to research the new economic model with poor data by using the method of Industrial Association Research Based on input-output table. The research method based on grey system theory can solve these difficulties. Using the directional characteristics of gray correlation degree and the data of industrial development, we can calculate the industrial influence coefficient and industrial sensitivity coefficient. This paper discusses the industrial relationship of Guangzhou headquarters economy, calculates the influence coefficient and the sensitivity coefficient between headquarters economy industries, analyzes the current situation of headquarters economy development in Guangzhou, then clarifies the relationship between industries, gives the specific measures for the development of Guangzhou headquarters economy, and draws a meaningful conclusion.
