From the point of view of science and technology managers, this paper evaluates the project management and implementation effect of Ningxia S&T plan for public wellbeing. Selected seventy-five projects which have been implemented and expired as the research objects, adopted the self-evaluation and questionnaire survey, at the same time, 36 projects are randomly selected as samples according to the amount of financial aid, mainly analyzes and evaluates the project from the aspects of project establishment, project implementation and project effect, excavates the problems existing in the process of project management implementation, and puts forward some countermeasures and suggestions for improvement，provide a basis for S&T management departments to implement the S&T plan for public wellbeing.
