Innovation-driven development is a systematic project, which requires the organic connection and full interaction of theory, practice and system. Since the 19th National Congress of the Communist Party of China, the three provinces of Shandong Jiangsu and Hubei have formulated a series of scientific and technological innovation policies from the practice, systematically summarized the design status and design theory of science and technology innovation policies in the three provinces, which have an important reference for other provinces and cities in China to promote the development of innovation driven development.
