The county is an important basis for implementing innovation drive. Taking Jiangyin as an example, this paper analyzes the implementation of the innovation drive in Jiangyin and the existing problems according to the “13th Five-Year Plan for Scientific and Technological Innovation and Development of Jiangyin”, and proposes countermeasures. Therefore, it provides ideas and enlightenment for the innovation and development of counties across the country.
