Building an evaluation index system of city science and technology innovation capability, including innovation resources, innovation environment, innovation output and innovation effectiveness, using analytic hierarchy process to determine index weight and comprehensive evaluation model to calculate innovation capability of cities in Beijing-Shanghai innovation axis , applying cluster analysis to identify target cities of Jinan, focusing on the innovation development level of Jinan and the gaps and deficiencies with the target cities, then putting forward countermeasures and suggestions on how to enhance Jinan innovation capability and create a regional science and technology innovation center.
