As a kind of open innovation mode, inbound open innovation is the premise and guarantee to promote the leapfrog development of the high-tech industry. By using the DEA-Malmquist model, the high tech industry innovation efficiency of 14 provinces in eastern China was measured. Based on the regression analysis of Eviews 9, we also found that the inbound open innovation has a positive role in enhancing the efficiency of innovation. Among them, the positive impact of foreign investment and TNCs' R & D institutions in China is the biggest, and the returnees' influence is relatively weak. Finally, countermeasures and suggestions are put forward from the aspects of attracting foreign investment and optimizing industrial structure.
