The science and technology SMEs,as one of the emerging forms of new economic power of the 21st century, in order to evaluate their intellectual property comprehensive ability objectively and accurately, set up the evaluation index system of intellectual property rights comprehensive ability of the science and technology SMEs from four aspects of innovation, management, operation and protection of intellectual property, and the fuzzy comprehensive evaluation model of the intellectual property comprehensive ability based on confidence criterion and AHP.
