Based on the perspective of science and technology input-output, the paper constructed the evaluation index system of Qingdao science and technology innovation index. It consists of four first-level indicators of innovation input, innovation environment, innovation output and innovation performance, and 29 second-level indicators. Using fixed base index method, evaluated the development of science and technology in Qingdao from 2011 to 2016, comparative analysised the problems, and proposed targeted suggestions.
