Economic globalization has injected a strong impetus for development, and advanced technology has mushroomed. However, the ensuing competition has become increasingly prominent. Technical standards as the right to speak, is the enterprise grab market share of a strong starting point. Research shows that industrial clusters can not only gather the strength of enterprise development, but also form a hotbed of technical standards. Based on this, this paper takes the national industrial cluster standardization pilot as the research object, obtained the research data of the cluster technical standard through the questionnaire, and used the structural equation to obtain the policy environment, the resource environment, the market environment and the cultural environment through the empirical research are impacts of the formation of technical standards in the environment, and combined with the cluster environment is conducive to the formation of technical standards countermeasures.
