This paper learns from the experience of developed countries in the development of intellectual property services, finding out the problems in China and putting forward four models of intellectual property services cluster development, analyzing the development path and suggestions to give full play of Intellectual property services, providing useful decision reference to build innovation ecosystem between intellectual property services and industry development.
