Through the deep research on the operation modes of one city two airports of civil aviation, the development rules and influencing factors are summarized, and then a qualitative and quantitative criterion model based on SWOT analysis method is established. Taking Shanghai and Xiamen as an example, the qualitative analysis criterion model of SWOT is validated, and the validity of the model is proved.
