In order to use the evaluation index system of urbanization to guide the development, to learn the deficiency and optimize the goal of next step of Lianhu District of Xi'an City, on the basis of making clear the present situation and developing trend of Lianhu District, the evaluation index system of new-urbanization was constructed including economic development, social progress, environmental optimization and the cultural heritage. The entropy method was used to measure the development level of each county in Xi'an. The results showed that the Lianhu District ranked third in Xi'an, and had some deficiencies in the economic development and environmental optimization.
