The paper based on defining the connotation of the cultural creative industries, it has analyzed the current development of cultural creative industry in Beijing and Shanghai. It uses R language to set up Grey model to predict the industrial added value and location entropy of cultural creative industry in Beijing and Shanghai, which illustrates its contribution to the economic development. By comparing the forecasting result of two cities’ industrial added value and location entropy, the paper draws some conclusions and gives the appropriate advice.
