Based on the economic data of each marine industry in Hebei Province from 2005 to 2014, the gray system method is used to forecast and forecast the marine leading industry. It is found that the marine industry, which is dominated by coastal tourism and marine transportation, has become the leading industry of marine industry in Hebei Province.
