With the development of information technology, it provides enterprises the opportunity to implement management reform. According to requirements of integration between management reform and information construction, the article constructs the evaluation indexes system which is given the weight by entropy weight method, and establishes multilevel extensive comprehensive evaluation model using of matter element method in extensions, which provides a decision fusion method for enterprises to essentially realize integration between management reform and information construction.
