The year 2015 call for comprehensive supply-side reform. With a moderate expansion of aggregate demand, we can focus on strengthening the supply-side structural reforms to improve the quality and efficiency of the supply system. On the basis of the idea and direction of the supply-side reforms, we have a research on cooperative innovation with regard to core business and small business on industry value chain. We think that the core business process of cooperation not only for generally expected revenue in the process of cooperation, but more importantly, how to enhance the value chain and improve the value of industry. Though that way we can achieve the strategic objectives to gain the share guarantee. at the same time this article believe that the partnership depends on cooperation trust degrees, while the length of cooperation time, the protection of innovation, organizational models and level differences are co-factors which directly affect the level of efficiency.
