The 13th Five-Year science and technology innovation planning group of Qingdao，proposed mentality of drawing industry innovation roadmap based on the integration of industry chain and innovation chain, then organized the research of 17 key industrial innovation roadmap. This paper taking the rail transit equipment industry of Qingdao as an example, Appling the methods of expert consultation, literature analysis, SWOT analysis etc., to determining the development aims of "13th Five-Year" rail transportation equipment, the development directions and key technologies in the future five years, configuring innovation resources, and drawing the innovation roadmap. All these in order to achieve effective convergence planning and plan, then increase the level of science and technology management and decisions.
