This paper uses C2R model and BC2 model of DEA about the input oriented model to study the capacity adaptability of steel industry in Hebei Province. It sees the number of employees, energy consumption per ton, total assets, main business costs as input indicators, and the unit of industrial output, total assets contribution rate as output indicators. The results show that the steel industry is not always over capacity in Hebei Province, and also does not always meet the development of national economy. The capacity adaptability of steel industry may be influenced by the policy that local government and companies make.
