Beijing bears the most national S&T programmes every year. By comparing the characters and effects of projects with and without industry-education-research cooperation, as well as analyzing the effects of Beijing local unit, this paper found that industry-education-research cooperation in national S&T program not only led to more investment of science and technology innovation but also improved the regional innovation ability in the capital, and the application of scientific and technological achievements improved the livelihood of the people.
