On the basis of the profound research, this article applies factor analysis to explore regional high-tech industry competitiveness from two aspects of intra-industry competitiveness and peripheral support of regional scientific and technological about the competitiveness of high technology industry of Shaanxi Province. The results show that the intra-industry competitiveness in Shaanxi Province is relatively poor, but the peripheral support of regional scientific and technological in Shaanxi Province is relatively rich, and the comprehensive competitiveness ranked eighth in the country. Based on this evaluation, this article put forward the “Hail” model which take the high-tech people as the core to coordinate the scientific and technological resources to enhance the high-tech industry competitiveness in Shaanxi Province.
