Based on the input-oriented?BCC model, which deals with the variable?returns to scale?conditions, this paper regards pollution as non-expectation?output and estimates?the?2000-2010?provincial?Resource and Environmental Performance. The result suggests that the Resource and Environmental Performance declines regionally, especially the middle and west part of China. To solve the problem, this paper proposes to strengthen?environmental regulation, speed up?industrial restructuring and?technological upgrading,?as well as?to strengthen?the?coordination and cooperation of?regional?environmental?policy recommendations.
