Based on the 2000-2010 inter-provincial panel data, the paper explores the impact of economic factors, degree of Openness, regional and demographic factors on the Resource and Environmental Performance Index (REPI). The results suggest that the impact of every factor vast dramatically both in mechanism and extent. Economic factors are proved to be the significant ones and the Pollution Haven phenomenon exists in middle and west part of China.
