In this paper, Taizhou City being taken as an example, Based On The Grey Relational Analysis,it was pointed out that the reason causing population flow was the income gap between urban and rural areas. The data in this paper was collected from 2002 to 2009.And also the suggestion was put forward from two aspects of three major industries and the labourer to make population flow and employment develop quickly.
