The related data of industrial "three wastes" of central economic zone is researched and explored using GM (1,1) model, whose results show that the economic and social development of Henan Province as the main body of the central economic zone will face enormous pressure on the environment in the future. On this basis, the paper proposes that to build a modern recycling economy development model is a fundamental way to solve the Central Plains Economic Zone‘s environmental issues.
