This article summarizes the definition of innovative firms, innovative clusters and innovation resources. The author distinguishes innovative firms from generic firms and innovative clusters from generic clusters. Then the author develops four mechanism of the impact of innovative firms to innovative clusters on the agglomeration of innovation resources. And the author also analyzes four paths of the impact of innovative firms to innovative clusters on the diffusion of innovation resources. At last, the author proposes three policy recommendations to foster innovative clusters.
