Since 2005 Shanghai Port throughput ranks the first worldwide, and exerts great effects on some other important shipping areas. The development of maritime center relys on both the hardwares such as port infrastructures, throughput, and the soft power such as maritime services, information, R&D.; the development must improve various dimensions. The paper focuses on the status and problems existing in the maritime service industries from the point of port industrial cluster. The role government plays in the port clusters is also discussed later.
