From a macroscopic perspective, according to relative documents, Fujian Province is the builder of the Core Area of the 21st-Century Maritime Silk Road, and technology transfer is an important task in the construction of the Core Area. Technology transfer plays a sound role in the construction, the transferring of technology is viable, the building of the platform is necessary. Technological characteristics and international situations along the 3 branches of the Road were analyzed, and 2 countries along the south branch were reclassified to conclude that the west branch was the focus of the transferring. 4 directions in the building of the platform and guidance on hardware and software of the platform are put forward.
