Starting from the definition of comprehensive energy, the comprehensive energy business and related policies at home and abroad are compared and analyzed. Combining with the national energy transformation strategy, the necessity for local power supply enterprises to carry out comprehensive energy services is proposed. While focusing on analyzing the opportunities and challenges faced by prefecture level power supply enterprises in comprehensive energy business, the advantages of prefecture level power supply companies in conducting comprehensive energy business were studied. Selecting Wenzhou Power Supply Company as the specific research object, the comprehensive energy business customer group, comprehensive energy business content, and business model of Wenzhou Power Supply Company were studied, providing good inspiration and guidance for the development of comprehensive energy services for other prefecture level power grid enterprises.
