    摘要:

    研究型高校是国家和区域科技创新及经济高质量发展的重要决定力量。在创新驱动发展战略和长三角高质量发展背景下,基于知识生产函数和绩效评价理论,采用DEA-Malmquist模型测算2012—2018年长三角地区研究型高校科技创新静态和动态效率,并运用面板Tobit模型探究高校科技创新效率的影响因素。研究表明,长三角地区研究型高校整体科技创新效率不高,但全要素生产率整体呈上升趋势,Malmquist指数年均值1.033大于1;政府支持、人力投入和成果授奖等因素与高校科技创新效率正相关但不显著,科技项目与高校科技创新效率呈显著正相关。据此,从打造高水平科技创新团队、完善拔尖人才培育机制、重视成果授奖的精神激励作用、优化创新投入结构等方面,给出提升科技创新效率的政策建议。

    Abstract:

    Research-oriented universities are an important decisive force for national and regional scientific and technological innovation and high-quality economic development .Under the background of innovation-driven development strategy and the high-quality integrated development of the Yangtze River Delta, based on the knowledge production function and performance evaluation theory, the DEA- Malmquist model was used to measure the static and dynamic technological innovation efficiency of research-oriented universities in the Yangtze River Delta from 2012 to 2018, and the panel Tobit model was used to analyze the influencing factors of the technological innovation efficiency of universities. The study shows that the overall technological innovation efficiency of research-oriented universities in the Yangtze River Delta is not high, but the overall total factor productivity is on the rise, and the annual average of Malmquist index is 1.033,which is greater than 1.Government support, human investment and achievement award are positively but not significant correlated with the technological innovation efficiency in colleges. Scientific and technological projects are significantly positively correlated with the technological innovation efficiency of research-oriented universities. Therefore, policy suggestions to improve the efficiency of scientific and technological innovation are given from the aspects of building a high-level scientific and technological innovation team, improving the cultivation mechanism of top-notch talents, paying attention to the spiritual incentive effect of achievement award, and optimizing the innovation investment structure.
