Abstract:The emergency industry is an important industry enlisted in the national security system construction of the "fourteenth five-year plan", and is the foundation of science and technology enabled emergency management. DEA Malmquist index is used to measure the spatiotemporal evolution trend of innovation performance of China's provincial emergency industry from 2011 to 2020. The results show that the innovation performance of the emergency industry in recent ten years shows a downward trend and fluctuates greatly. Policy adjustment and major social events are likely to be the core incentives to boost the innovation performance, and the change of technical efficiency often lags behind the change of technological progress.In terms of spatial situation, it presents a spatial pattern of "the east is stronger, the west is in the middle, and the central region is behind",and the eastern region can effectively grasp the "window period" of key events to improve innovation performance, the western region has significantly increased technical efficiency and entered the acceleration period of development, while the central region has not performed well.
