Cultivating and expanding marine strategic emerging industrial clusters is an important measure to speed up the construction of a marine power. In order to promote the cultivation and development of marine strategic emerging industrial clusters, an analysis framework of is constructed the dynamic mechanism of industrial clusters, including endogenous dynamic mechanism and excitation dynamic mechanism. On this basis,the cultivation and development experience of international marine strategic emerging industrial clusters is analyzed,such as the market-oriented joint cultivation mode of the United States, the active intervention mode of Japan's industrial policy, the comprehensive management mode of Australian marine industrial clusters and the internal and external connectivity mode of South Korea.Some countermeasures and suggestions are put forward,including giving full play to the overall coordination role of the government, dynamically and flexibly implementing the inclusive industrial cluster policy, improving the construction of the development environment of marine industrial clusters.The development of marine strategic emerging industrial clusters are proposed from the aspects of rational development and utilization of marine resources and environment.
