Sanya is the most famous tropical coastal tourism destination in China. The normal tourist year got nearly 24 million overnight visitors in 2019. However, as the most famous tropical coastal resort and tourism city in China, Sanya's marine tourism resources are not fully developed. For example, Sanya Phoenix Island Cruise Port is a famous landmark in Sanya. However, due to various reasons, the operation is difficult, the project's passenger flow is low, the development is stagnant, and the overall loss is serious. Under the historical opportunity of the construction of Hainan free trade port, by using the relevant theories of tourism destination development and management, the establishment was discussed of Sanya marine tourism cooperative development base with Phoenix Island Cruise Port as the core, the integration of Sanya's marine tourism resources, centralized development and mutual supplement, so as to make Sanya marine tourism vacation transformation and upgrading.
