Abstract:From the perspective of public service outsourcing, an analysis of comparing the cooperation between commercial and social insurance in the Netherlands and Zhanjiang is conducted. The comparison is carried out from aspects of operating mechanism and participator interactivity by using DeHoog’s Three Outsourcing Modes Theory. The Dutch mode is a representative of the competition mode, while Zhanjiang has characteristics of the negotiation mode, and path dependency is the reason for different. The huge financial pressure is the motivation for cooperation between commercial and social insurance, while outsourcing is just one way to cooperate. To promote the cooperation between commercial and social insurance in the way of outsourcing, the government should pay more attention on increasing the degree of competition among contractors, strengthening supervision, and preventing moral hazards in the operation process.
